I don't think the problems stems from indigenous populations, its the traders from foreign seas who come to plunder areas then move on without a thought for conservation thats the problem.

As above really but there are plus and down sides to this.

On the plus side, the natural stock levels of marine animals will return over time and less chance of the native animals becoming extinct.

Down side is a rise in prices for us hobbiest as we try to tank breed instead of wild capture.
