    Hi there Are you using any Carbon dosing by any chance also can you tell me is your No3 and Phos readings if out of balance maybe one reason why are you have it and what is the flow like around that area if there is not enough it can course dead spot allowing nutrients to build up which can sometimes spark this off. these are just a few possibilities.     Yes it's quite normal with new skimmers when doing water changes or even adding anything to the water to go mad for a brief time but as the skimmer beds in it won't be as bad in the meantime try taking the lid off the Collection cup or rising the skimmer slightly higher when doing water changes until it settles.
